Infrastructure Claims in Plot Brochures: How to Check What Is Built, Under Construction or Only Proposed
Almost every plot brochure south of Hyderabad carries the same list. For example, it names a metro line, a ring road, a university, a data centre and a new city. Some of those are under construction, while others are only on paper. However, the brochure rarely says which. So this guide shows you how to test infrastructure claims in plot brochures yourself. It covers the four status words, the claims that most often go wrong, and the public records that settle each.
Short answer: To check infrastructure claims in plot brochures, place every item in one of four stages (built, under construction, announced or proposed) with a date, then test it against the Government Order, the TG-RERA registration, the layout permission and any tender or contract award. As of September 2026, no metro station near Future City is public, because the airport metro is only proposed.
Key takeaways
- ✓Every infrastructure item is at one of four stages: built, under construction, announced or proposed. So a claim without a stage and a date is incomplete.
- ✓The records that settle it: the Government Order, the TG-RERA registration, the layout permission, and the tender or contract award.
- ✓Common errors in September 2026: naming a metro station, treating the southern Regional Ring Road as committed, and quoting a road width that does not match the notified 100 metre corridor.
- ✓Under the TG-RERA and ASCI arrangement, reviewers checked 537 real estate ads by 14 March 2026 and found 451 in violation.
Why infrastructure claims in plot brochures need checking
Infrastructure is the main selling point for plots south of the ORR. That is why brochures lean on it. It is also why a claim that is wrong by one stage can cost a buyer real money.
In fact, the regulator has noticed. On 29 October 2025, TG-RERA agreed with the Advertising Standards Council of India to monitor digital real estate ads. Since then, about 84% of the ads reviewed by 14 March 2026 were in violation. Under section 12 of the RERA Act, a buyer misled by a false statement in an advertisement can withdraw. The buyer can then claim a refund with interest. In short, reading the brochure closely is part of plot due diligence, not an extra.
The four status words, and the evidence behind each
| Status | What the evidence looks like | Example (September 2026) |
|---|---|---|
| Built | Open and operating; you can drive on it | NH-765 Srisailam Highway, the Outer Ring Road |
| Under construction | Ground broken, contractor named, money allocated | Ratan Tata Radial Road; AWS data centre (foundation stone 15 July 2026) |
| Announced | A named company or minister has committed publicly; no ground broken | TCS HyperVault AI data centre campus; Life Sciences Park (23 May 2026) |
| Proposed | Approved at one level, awaiting another | Airport to Future City metro; southern Regional Ring Road |
In plot brochure claims, the line that matters most runs between announced and under construction. An announcement is a real signal, but until land allotment and groundbreaking happen, the timeline belongs to someone else. Our Future City development tracker also records each item’s stage and the date we confirmed it.
Five plot brochure claims that often go wrong
| The brochure says | The record says (September 2026) | Where to check |
|---|---|---|
| “Metro station coming up near the layout” | The 39.6 km airport to Future City metro is proposed. Central approval is pending and the alignment is kept confidential | Any central sanction order |
| “On the Regional Ring Road” | The southern stretch, near Kandukur and Maheshwaram, awaits central approval, with no DPR, contractor or timeline | Ministry approval, a published DPR |
| A road width that differs from the 100 m corridor | The Ratan Tata Radial Road is a 100 metre corridor, roughly 328 ft, under construction | Contract awards |
| “Next to Skill University” | The name is Young India Skills University. Its Mirkhanpet campus is under construction; about 418 students study at a temporary campus in Gachibowli | The university’s announcements; a map |
| “In the AI City zone” | No statutory Future City master plan exists. A draft is expected around March 2027 | A published draft plan |
In each case, the record is public, so check it before you pay.
A special case: "the 30,000-acre Future City"
Two numbers circulate, and brochures blur them. The Future City Development Authority covers about 765 sq km and 56 revenue villages under G.O.Ms.No.69 of 12 March 2025. In contrast, the widely reported 30,000 acres cover the planned core city, roughly 121 sq km, inside that larger area. So a plot can sit inside the FCDA area and still be far from the core. Ask which one the seller means, then measure the drive.
Where to verify plot brochure claims: G.O.s, TG-RERA, HMDA and tenders
- Government Orders. For Future City boundaries, read the schedule to G.O.Ms.No.69. Mandal names are not enough, because not every village in a named mandal moved to FCDA.
- TG-RERA. Search the project at rera.telangana.gov.in. Then a proper TG-RERA registration check confirms the number, the registered promoter’s name and the registered project type. Also, the promoter on the certificate should be the company you are paying. However, RERA registers projects; it does not approve them.
- Layout permission. Ask for the LP number and the issuing authority: HMDA, DTCP or, since December 2025, FCDA through BuildNow. Re-verify permissions issued before March 2025 in villages that moved to FCDA.
- Tenders and contracts. A named contractor and a budget usually mean construction is close. For example, the radial road has both: Phase I with Rithwik Constructions and Phase II with L&T. The southern ring road, however, has neither.
- Central approvals. Metro lines and national highways need the Centre. So a state announcement is only a first step.
For documents on the plot itself, use our RERA, DTCP and HMDA verification checklist.
A status label cannot price a plot. For example, a road under construction nearby does not tell you what your plot is worth. Planners can also change or drop a proposal. Instead, anchor to registered sale values in the same village, and note the date of every status you rely on.
A worked example: one plot brochure claim, taken apart
A composite of lines we have seen: *”Plots 5 minutes from the 30,000-acre Future City, with the metro and the RRR next door.”*
- “5 minutes”: in fact, we measured 16 minutes (11.2 km) from Mohammadnagar in Kandukur to Mucherla. We timed it on Google Maps on 14 September 2026, and our commute guide shows the method.
- “30,000-acre Future City”: that is the core city, not the 765 sq km authority area. Which is five minutes away?
- “The metro”: metro station claims are the easiest to test, because nobody can name a station without a public alignment.
- “The RRR”: the southern stretch awaits central approval. So pay nothing for it.
In short, what sounded like a finished city comes down to one measured drive and three unconfirmed items.
Questions to ask before you pay a token amount
Before you pay, put these questions to the seller about any infrastructure claims in plot ads.
- What stage is each project in this brochure at: built, under construction, announced or proposed, and as of when?
- What is the TG-RERA number, and whose name is on it?
- Which authority issued the layout permission, and is it still competent for this village?
- Does any part of the price rest on a metro, ring road or master plan zone? If so, what is the price without it?

Frequently asked questions
Look for the stage and the date. You can see built projects; under construction ones have a contractor and a groundbreaking date. Announced projects have a named commitment but no ground broken; proposed ones await approval.
So far, no station is public. The state approved the 39.6 km airport to Future City corridor in June 2025, but it awaits central approval. Its alignment is confidential, as of September 2026.
No. TG-RERA registers projects; it does not approve them. Instead, check the registration at rera.telangana.gov.in, then confirm the promoter’s name and project type.
People use both figures, but for different things. The FCDA area is about 765 sq km and 56 villages. In contrast, the widely reported 30,000 acres cover the planned core city inside it.
