Encumbrance Certificate in Telangana: Online Search, EC Charges and How to Read One (2026)

Buyer Guide17 min read · Updated 22 October 2026 · By the Araddhya Realty research desk

A clean-looking sale deed tells you about one sale. It does not tell you whether the same plot was sold twice, or mortgaged to a bank last year. An encumbrance certificate in Telangana is the document that lists every registered transaction against a property over the years you choose, and it is the first thing a careful buyer or a bank asks for. This guide covers the official EC charges, how to get one online or at the office, and how to read it. We checked each portal page on 17 October 2026 and rechecked them on 22 October 2026, without logging in.

Encumbrance certificates in Telangana in short

Key takeaways

  • ✓An EC lists the deeds registered against a property for the period you ask for. Sub-registrar offices, district registrar offices and MeeSeva centres issue it.
  • ✓EC charges under the Table of Fees in force since 2 September 2021: ₹500 per certificate for a search of up to 30 years, and ₹1,000 for more than 30 years. A certified copy of a document costs ₹500.
  • ✓The online Encumbrance Search on registration.telangana.gov.in now opens a citizen login, so create a free account first.
  • ✓A nil EC is not proof of clear title. The department’s own FAQ says unregistered transactions are not included and that an EC “cannot be taken as a sole criterion” to buy.

What an encumbrance certificate shows

Every time a sale deed, mortgage, gift, lease or release is registered, the registration department indexes it against the property. The EC is a print of that index for a property and a period. If nothing was registered in that period, you get a nil encumbrance certificate.

That makes the EC the quickest way to see the chain of ownership and any registered charge. For example, it can show a mortgage to a bank and, later, the release when the loan was repaid. It can also show a second sale of the same survey number to someone else, which is exactly the trap a buyer needs to catch.

EC charges in Telangana

The fees come from the Table of Fees notified under Section 78 of the Registration Act. The current Table of Fees took effect on 2 September 2021 and replaced the 2013 order. We read it on the department’s portal on 17 October 2026.

Ways to get an encumbrance certificate in Telangana: online, SRO or MeeSeva, with EC charges of Rs 500 and Rs 1,000

ServiceOfficial fee, per certificate
Search and issue of an EC, up to 30 years₹500
Search and issue of an EC, more than 30 years₹1,000
Search and issue of a certified copy of a document₹500
Market value certificate (user charge)₹100

One caution: an older fee page on the same portal still shows the 2013 rates of ₹200 and ₹500. The 2021 notification names that order as superseded, so use the figures above. MeeSeva centres may add a service charge, which we could not confirm on an official page, so ask at the counter.

On timing, the department’s citizen’s charter sets a standard of one hour for an EC from the computer records and 24 hours where a manual search of older records is needed.

How to get an encumbrance certificate online

  1. Open registration.telangana.gov.in and click Encumbrance Search(EC), which opens the Encumbrance Search page.
  2. A User Login box appears. If you are new, click New Users? Register and create a citizen account with your mobile number or email.
  3. Log in with User Type: Citizen, your mobile or email, password and the captcha.
  4. Enter the property details and the period of search, then follow the payment and download steps the portal shows.

We do not log in to portals, so we have not seen the screens behind step 4, and we cannot confirm whether the online search itself carries a fee. What we can tell you is what the department’s own EC application form asks for, because the online search needs the same facts:

  • District, mandal and village, or the town and ward
  • Survey number and plot number, or the door number and apartment name
  • Extent in square yards, and the boundaries on all four sides
  • The document number of a known deed, if you have it
  • The period, from and to

Take these from the seller’s latest registered deed. The registration FAQ warns that incomplete or inaccurate details can produce a wrong EC, and a wrong nil EC is worse than none.

Getting an EC at the SRO or MeeSeva

If you prefer paper, or need a search of very old records, apply at the sub-registrar office for the area or at a MeeSeva centre. Fill in the EC application form with the details above, pay the fee and keep the receipt, and file the certified EC with your title papers.

The same counter issues certified copies of registered deeds. When the EC shows a deed you have not seen, order its certified copy and read it. The department’s FAQ also allows you to pay the prescribed fee and inspect the records personally at the SRO.

Stuck on an entry you do not understand? Send us your EC and we will read it with you, line by line, free.

How to read an encumbrance certificate

An EC is a table. Each row is one registered document: its number, year and office, the kind of deed and the parties, among other details. The parties are marked with short codes. The common ones on Telangana ECs are:

How to read a Telangana encumbrance certificate: party codes EX, CL, MR and ME and five checks, on an illustrative sample
How to read an encumbrance certificate in Telangana: the party codes, the document reference and the five things to check in every entry. Illustrative sample.
CodeMeans
EX and CLExecutant (the seller or giver) and claimant (the buyer or receiver)
MR and MEMortgagor (the borrower) and mortgagee (the lender, usually a bank)
RR and REReleasor and releasee, used when a mortgage or claim is released
DR and DEDonor and donee, in a gift
PL and AYPrincipal and attorney, in a power of attorney

Then work through five checks:

  1. Does the chain match the link documents? Each buyer (CL) should become the next seller (EX), in the same order as the deeds you have been given.
  2. Is every mortgage released? An ME entry with no later release entry means a bank may still have a charge on the land.
  3. Is there a power of attorney or an agreement of sale? A registered GPA or agreement in someone else’s favour needs explaining before you pay.
  4. Does anyone else sell the same survey number? A sale of the same land by a different seller warns that it may have been sold twice.
  5. Does the period cover enough years? Our plot verification checklist suggests at least 30, and as many as the office can provide.

What an EC does not prove

The EC is a register of registered deeds, nothing more. These gaps matter for every plot buyer, and our guide to clear title documents shows how to fill them:

  • Unregistered transactions. An unregistered agreement, a family arrangement or a loan secured by handing over title deeds without a registered document will not appear.
  • Court cases. Litigation does not show on an EC. Ask your advocate to search the courts.
  • Approval and land use. An EC says nothing about whether the layout is approved. See our explainer on HMDA vs DTCP approval.
  • The prohibited list. Check 22-A separately. When we read the registration portal’s Prohibited Property page on 22 October 2026, its result panel said the data “is under review”, so ask the SRO for a written check.
  • Farmland deals since November 2020. Agricultural land has been registered at tahsildar offices since 2 November 2020, first through Dharani and now Bhu Bharati, which has its own registered-document search and an “EC Details Before Dharani” link. For a layout carved out of farmland, check the parent survey number there too, as our Bhu Bharati land records guide explains.
  • Possession and identity. The EC cannot tell you who occupies the land today, or whether the seller is the only heir.

When to take the EC, and what waiting costs you

An EC is a snapshot: it shows the deeds registered up to the day of the search, and nothing after. So the honest answer to “when?” is twice: once before you pay any advance, and again just before registration, to catch anything registered in between.

Here is what leaving it late really costs, with no price forecast in it:

  • The registration clock. Once a sale deed is signed, the registration department’s FAQ gives four months to present it, or eight with a penalty of up to ten times the fee. Duty is charged on the higher of the price and the government value. Values were revised by orders of July 2021 and January 2022, and again from 5 June 2026. No next date has been announced, but a deed registered after any revision pays on the new value; our market value guide shows how to check it.
  • The checks queue behind each other. The charter’s one hour for an EC is the quick part. Certified copies of older deeds, the parent land record, an advocate’s title opinion and a loan sanction take days to weeks, and a bank will read the EC too, as our plot loan guide explains. Buyers who start late get pushed to pay an advance before the checks finish, and an advance is hard to recover.
  • Choice in a layout. East-facing, corner and park-facing plots are usually chosen first in any layout. That is how buyers choose, not a count of what is left.

A worked example: one plot, in the right order

Illustrative: Meena, a pharmacist from Malakpet, has found a 200 sq.yd plot in an approved layout. This is the order that protects her:

  1. Day 1: she takes a 30-year EC for the plot’s survey and plot number, using the details from the seller’s latest deed.
  2. Next few days: she orders certified copies of any deed on the EC she has not seen, and checks the parent survey number on Bhu Bharati.
  3. Following weeks: her advocate reads the EC with the link documents and gives a title opinion, and her bank begins its own checks.
  4. Only then: she pays the advance, signs, and presents the deed for registration well inside four months.
  5. Registration week: she takes a fresh EC to confirm nothing new was registered.

Her family had waited through four rent increases for this plot. Doing the checks in order did not slow her down; it meant that when she signed, she knew exactly what she was signing.

What is changing around the southern corridor (status as of October 2026)

For South Hyderabad buyers, the belt that matters runs south of the Outer Ring Road, along NH-765 towards Bharat Future City. This is where its main projects stood on 22 October 2026; anything proposed may change, or may not happen.

For a family, the useful questions are about daily life. Today’s commute runs on NH-765 and the ORR, both built; the Radial Road would add a second route when finished, and the metro and southern RRR have no approved alignment, so plan without them. Jobs exist now at Adibatla, Fab City and E-City, while the AWS campus and the Skills University are being built. Schools, clinics and shops tend to follow homes and jobs over years, so judge a village by what is open today.

Our two HMDA layouts sit in this belt. From Araddhya Future City at Mohammadnagar, Kandukur mandal, Mucherla is 16 minutes (11.2 km), ORR Exit 14 is 24 minutes (17.8 km) and RGI Airport 32 minutes (23.5 km). From Sai Krishna Vrinda at Pulimamidi, Kandukur mandal, near Maheshwaram, the airport is 36 minutes (23.9 km) and Mucherla 24 minutes (15.5 km). We measured these on Google Maps on 14 September 2026, outside the peak. Compare villages on our Kandukur and Pulimamidi pages, follow projects in our Future City development tracker, or see how the southern corridors compare.

See the layouts from home first: take the 360° virtual tour of both.

What this means if you are buying a plot

Illustrative: Venkatesh, an IT professional moving back to Hyderabad from Pune, was shown a 30-year nil EC for a plot near the airport road and nearly signed. His advocate noticed the EC had been taken against the wrong sub-division. A fresh EC for the correct number showed a mortgage to a co-operative bank with no release. The seller cleared the loan and registered the release before the sale, and Venkatesh slept a great deal better on registration day.

An EC is quick and cheap, and it repays the effort many times over. The calm way to buy is to see the EC, the link documents and the layout’s approval together, before any advance. That is how we present plots in our HMDA layouts, Araddhya Future City at Mohammadnagar in Kandukur mandal and Sai Krishna Vrinda at Pulimamidi, near Maheshwaram. If registration costs are your next question, our guide to plot registration charges sets them out.

Your next step

  1. Get the details right: survey, plot and document numbers from the seller’s latest deed.
  2. Take a 30-year EC online or at the SRO, and keep the receipt.
  3. Order certified copies of any deed on the EC you have not seen.
  4. Check the parent land on Bhu Bharati and the prohibited list at the SRO, in writing.
  5. Take a fresh EC in registration week, and book a weekend site visit ahead of the paperwork.

This guide is general information, not legal advice. Fees and portal screens change, so confirm the current charge at the SRO or on the registration portal, and have an advocate read the EC with the title documents before you pay an advance.

Somewhere in every family’s plans there is a house with a name on the gate. A clean EC, read properly, is one of the quiet steps that turns that plan into a registered plot your children can one day inherit with clear papers.

Frequently asked questions

Under the Table of Fees in force since 2 September 2021, an encumbrance certificate costs ₹500 per certificate for a search of up to 30 years and ₹1,000 for more than 30 years. A certified copy of a document costs ₹500. MeeSeva centres may add a service charge.

On registration.telangana.gov.in, click Encumbrance Search(EC). It opens a user login, so register as a citizen, log in and enter the property details and period. When we checked on 17 October 2026, the search was behind this login.

Both. Take a 30-year EC before you pay any advance, because it shows mortgages and earlier sales that should stop the deal. Then take a fresh one in registration week, because a deed registered in between will not appear on the first. The department’s charter sets one hour for a computer EC, so timing is rarely the obstacle.

The department’s citizen’s charter sets a standard of one hour for an EC from the computer records, and 24 hours where a manual search is needed. Older or unusual searches can take longer in practice, so apply early.

A nil EC means no deed was registered against the property in the period searched. It does not cover unregistered transactions, and it is only as good as the details given in the application, so a wrong survey number can produce a misleading nil EC.

No. The department’s FAQ says an EC cannot be the sole basis for buying or lending. Title also depends on the link documents, the parent land’s revenue record, the prohibited list, any court cases and the layout’s approval.

Take at least 30 years, and as many as the office can provide. A search of more than 30 years costs ₹1,000 instead of ₹500, which is a small price for seeing the full chain of deeds behind a plot.

Agricultural land has been registered at tahsildar offices since 2 November 2020, through Dharani and now Bhu Bharati. For farmland, or a layout carved out of it, also check Bhu Bharati’s registered document details and its EC Details Before Dharani link.
